This study evaluates the effectiveness of two competency development programs at the Intelligence Directorate of Densus 88 AT POLRI: (1) target analysis training and (2) intelligence tools training, in order to improve personnel performance. Employing a qualitative case study design, the research uses six informants as the unit of analysis. The findings show that the target analysis training has a positive impact by strengthening technical competencies, analytical thinking, and operational readiness. The training helps standardize work procedures, deepen understanding of threat patterns, and support data-driven and context-based decision-making. However, the effectiveness is not yet evenly distributed due to differences in participants’ experience levels, limited depth of advanced materials, and variations in individual abilities. Meanwhile, the intelligence tools training also plays an important role in enhancing performance across work quantity, work quality, teamwork, responsibility, and initiative. The use of intelligence technology accelerates data collection and processing, improves analytical accuracy, strengthens cross-unit coordination, and increases work accountability. Despite these benefits, the program’s effectiveness remains uneven, influenced by differences in technical competency, professional experience, and personnel readiness to adapt to technological developments.
