Abstract
This study investigates the impact of capital spending, intergovernmental transfers, fiscal autonomy, and fiscal reliance on the financial performance of municipal governments across Sumatra from 2019 to 2023 uses the official website of the Audit Board of the Republic of Indonesia as the primary source for collecting secondary data, and employs multiple regression analysis using EViews 12. The effectiveness ratio is used as an indicator to measure financial performance, assessing the ability of realized local revenue to achieve targets Based on the partial analysis results, the variables of capital expenditure and balancing funds do not have a significant effect on the financial performance of city governments. In contrast, the variables of financial independence and dependency show a significant negative effect on financial performance. Simultaneous test results indicate that all four variables affect financial performance. This finding shows that an increase in capital expenditure and balancing funds does not necessarily improve financial performance, especially without increased self-reliance and reduced dependence on central government transfers.
