Abstract
Food security in tourism destinations is increasingly exposed to tourism demand volatility, supply chain disruptions, and environmental uncertainty, highlighting the importance of adaptive local food enterprises. This study examines how adaptive capability contributes to destination food security through business stability and food supply stability, while considering tourist arrival fluctuations as an environmental contingency. Grounded in Dynamic Capabilities Theory, the study develops the Adaptive–Resilient Food System Model (ARFSM) to explain the organizational mechanisms through which food MSMEs can contribute to resilient destination food systems. A quantitative cross-sectional survey was conducted among 250 food MSME owners and managers operating across tourism destinations in Bali, Indonesia. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The findings indicate that adaptive capability positively affects business stability (β = 0.449, p < 0.001), food supply stability (β = 0.397, p < 0.001), and destination food security (β = 0.162, p = 0.038). Business stability (β = 0.127, p = 0.001) and food supply stability (β = 0.099, p = 0.003) significantly mediate the relationship between adaptive capability and food security. Furthermore, tourist arrival fluctuations positively moderate the relationship between adaptive capability and food supply stability (β = 0.148, p = 0.016), indicating that adaptive capability becomes more consequential when tourism demand is more volatile. The findings extend Dynamic Capabilities Theory by linking firm-level adaptive capability with broader destination food-system resilience through organizational and supply-chain mechanisms. The study also proposes the ARFSM as an integrated framework for understanding how food MSMEs can support food-system continuity in tourism-dependent destinations.
